I am confused about this tooltip it would be great if someone could tell me how I should read it.

I am reading it like this:
0 free manpower
313.78k manpower used in my army for air fleet and land forces.
0 in training.

1.16M manpower.

1.16M-313.78k = 846.22k <-- where are they hiding?? I really need these men my army is little after having trashed germany at the start of game. It is probably what I lost in the war I do not know if this is the case but should total manpower not reflect what you have in total such that (total manpower-army) = free manpower?

I guess that the normal population does not go down as losses amount in the wars. so it is almost a number you can use for nothing later. Total manpower might be the cap of what you could have available considering the conscription law and you population.

Just wondering, did you perhaps select the economic law, "Total Mobilization"?

Note how Total Mobilization reduces the recruitable population by exactly 3.00%
(the populace works in factories instead of the frontlines..."make widgets, not war!" is the battle cry of the totally mobilized nation.)

The conscription law of "Limited Conscription" makes exactly 2.50% of the population available for war.
The Economic law "Total Mobilization" trumps the "Limited conscription" law by sucking away 3.00% of the population into the factories.
In such a situation, a nation has - 0.5% population available to answer the national call to arms.

(But if you did not select "total mobilization" , then we'll put our heads together and come up with another explanation why France has zero manpower).

  • Recurring Theme: The original post does underscore how Paradox (or any human interaction) can benefit from improved methods of conveying information to others.

A bit off topic (the OP asks, "how can the manpower tooltip be interpreted?")

Some ways out of the current situation (e.g. make manpower available):

1. Increase the conscription law ("Extensive Conscription")
2. Delete some air, land, or sea units to free up that manpower (note: units in training -- even without equipment -- can serve as a manpower capacitor. Fill up the training queue before selecting "Total Mobilization". Once the manpower plummets suddenly to zero, cancel all the training and restore manpower into the manpower pool).
3. Release a puppet and use their manpower.
