Manpower Question

I remember reading somewhere before that there was a bug that if you're an island nation (UK for example) that you don't gain manpower from lands not directly connected to your capitol during a war. Is this true or am I just not remembering properly?

Also, if this is true, does it affect an island that you can get to without ships? Such as the island off the cost of Argentina?
