I started a game to test this and it seems that 1 soldier pop does not equal 1 division. In fact it adds one div to the total for every 10k in the converted pop. So if you convert a pop which is under 10k your div total might not go up, but if you convert a 100k pop you can build 10 divisions. So the good news is that pop merging won't affect your div totals and growth in your soldier pops can increase them. I tested this with south german, hungarian and romanian pops.

Converting non-national pops gives you less manpower, but you can still build 1 div for every 10k converted. Of course, you have to convert around 30k to get enough manpower.

I would just fiddle around till you get the right pop converted and can make regular soldiers. You can always demobilize any you don't want because of colonial status and turn them back into laborers later.

No need to fiddle around, just look at the list on national cultures on the main side panel.

Non-national troops get -1 to reliability, and there a further -1 if they don't have a leader(assuming the leader desn't have a + or 1 reliability modifier has one of his traits). As well as that I think the get an extra modifier if it is a pop if their culture which is revolting nearby.

Maybe it was a typo? He might have said the number of pops instead of the number IN pops. I don't have the readme to hand so I'm not sure of the exact text.

Depending on the country you play you can get plenty of leaders when the cost is 20. Did you notice the more officers you have in your country the faster leadership increases. Defence spending also affects leadership gain, and that seems to be where most people cut costs in 1.02 so people might think it grows far too slowly.
