I was playing as the Ottoman Empire in the 1914 scenario and I decide to stay out of ww1, this ends very well I go on to conquer the entirety of the middle east, a good chunk of the Balkans, and majority of china. However, I still have an increase of 0.0002 manpower despite having a vast empire that controls most of nationalist china and more. This means I cannot expand my army whatsoever and so I am unable to reinforce my forces or create more to take on the UK or Russia, so what do I do? Surely conquering China would significantly increase my birth rate a good bit along with the Balkans, middle east, and Afghanistan it should not be this horrid, right? So, how do i fix this manpower problem and how does it even work? Thank you for your time and reading this! :D

A couple of things to keep in mind:
  • Your manpower rate increases when you're at war;
  • Appoint the Security Minister who increases manpower in occupied territories. I forget his title, but it's similar to the Prince of Terror except the PoT increases IC in occupied territories.
  • Appoint any other ministers that increase manpower.
  • What is your mobilization level? I think this is your issue since your manpower rate is sooooo low. Not only will increasing your mobilization increase your population pool, but it will increase your manpower rate.
  • You can try taking the recruitment decisions, but the return is generally negligible.
  • Disband any unnecessary units such as garrisons and militia in quiet sectors.
  • Are you playing the Grand Campaign or Peace Without Victory mod? I think one or both limits interwar manpower growth.
That's all I can think of at the moment.

I tend to always go for the extra manpower ministers but I did not know that it increases when i am at war. I am playing the Grand Campaign and it seems that it is impossible to have a constant flow of manpower, only when I am at war seems to be when I have a healthy amount of manpower but even then the daily increase is about the same. This seems to always be a problem in HOI games but I appreciate your advice greatly! :D

No problem. I would check with @delanonne then. I bet he put something in place that severely restricts manpower growth during the interwar period to prevent huge or unrealistic armies.

This is a gamey exploit, but before demobilising, put a sh*t load of divisions in the production que, then demobilise, then remove the units from production and ta-da you'll have plenty of manpower.
