Just bought the game during the recent Steam sale, so forgive me if this has already been addressed, but a quick thread search only got me one potential answer to this problem, which I'll quote below.
Basically, I was playing a game as Germany, and waited until the last minute to change from Limited Conscription to Extensive Conscription, so as to avoid the training time penalty, and when I did, there was no change at all to my manpower pool or recruitable population percentage. I linked a screenshot below showing the issue.
When I searched the forums, I found this thread where a Moderator stated:
"Changing law doesn't give you more manpower right away anymore but start a trickle of it."

I thought that I had missed a patch note, so I went through the patch notes of every single patch from 1.5.0 back to 1.0.1 and I didn't find a single note on any change to how conscription laws or how manpower worked.
So I am left feeling very confused as to what happened and why this change was made, and yet not documented, as it is a fairly large change to gameplay and can affect entire strategies, as it did mine. It's not a game breaking change, but I feel like it is large enough to warrant a patch note or a sticky to an official announcement as to the change and why it was implemented.
I could argue that it was an unnecessary change (training time already determines how fast the new recruits can reach the battlefield), but that can be another thread. I just felt like this didn't have nearly the attention it deserved for how large a change it was.
