While looking at the new modifiers added by 1.34.X I saw that the modifier
manpower_in_culture_group_provinces Manpower in Same Culture Group Provinces does not include the Primary Culture provinces for which there's an appropriate modifier "
Manpower in Own Culture Provinces"
Couldn't it be made so manpower_in_culture_group_provinces does include Primary Culture as well? This would reduce the number of modifiers needs when wanting to give a manpower boost in all provinces with culture inside your culture group.
