I have started playing Victoria recently, played as Brazil and learned the basics (though was confused with never ending rebels in the 1910s that took the entire army to keep down).

Anyway I installed the 1.4 patch and tried a number of other small countries to continue learning - Argentina, Belgium. The max manpower for these countries is negative yet Brazil had a decent manpower even at the start.

Can anyone explain this?

not sure all the factors involved, but the following are all important:

soldier pops & size,
defense spending (high spending = more manpower, low spending can easily take you negative in mp)
number of divisions

an 'easy' fix would thereore be to increase defense spending and promote some soldier pops if you can... of course this will come at the cost of your economy

Ok, I'll try that. Is there a change from 1.1 to 1.4 in terms of working out manpower though? didn't read all the changes just wondering if they changed something in the system used to work it out.

Haven't played much with the earlier versions but I don't think the way manpower is calculated has changed. Just make sure defense spending is maxed and if you still need manpower, promote more POPs to soldiers.

There was a change made to manpower in 1.03:
readme.txt said:
- Fixed the manpower calculation bug
The big change was actually in 1.01 though
readme.txt said:
- Manpower cap is now reduced by the amount of troops you already have deployed.
This caused many/most countries to start with negative manpower.

The main change in 1.04 is that they went through the Grand Campaign scenario and adjusted the armies and soldier POPs for most countries so that they wouldn't have negative manpower at the start. They did the same thing for the 1914 scenario in the NA expansion but the other scenarios were never really worked on. There's a new mod for the 1881 scenario that cleans that up among other things.

Remember that besides the defence spending the army maintenance slider also has a big impact on the manpower growth and maximum available.
