I really like the new system for manpower as its really do gives you an Problem if you want all the Manpower you can get.
But, what i did read nowhere is what is with the "young" people who start to get into age to join the army?
Does that exist or is the total Manpower you can get maximal a hard number? Unimportant if it is 36 or 44?
And if its change over the years, is there an option to improve it?

Sorry if that question already is discussed, i didnt find anything about this question.

if you watch the last WWW France with 0 manpower got like a daily jump from 0 to +- 1000 in manpower it was then was immediately drained to 0
so there is some growth in manpower.

I would guess they just assume it roughly cancels with the people getting too old &c, within such a tight timeframe.
Well, after a War Germany vs Russia or any war at all there surely more young ones then old who retire.
After all, it schould slowly grow over every losses. Wich schould give around 1/5 of the total manpower in 10 years.
Also small growth even in wartimes as here for hungary for example:

Should return it back towards the manpower cap ( maximum level reachable by manpower pool + employed manpower). Sorry, for some reason I had growth and regeneration as separate in my head when, of course, the latter is just a sub-set. The cap itself should grow, too, but extremely slowly.

There is a %0.12 growth each month in civilian population.Then you recruit these to manpower pool regarding to your laws.

- there is no population growth, the game is focused mainly on a 10 year span and on war so there isnt much point.
- the recruitable pool of manpower does tick up a bit to indicate growth and people getting into recruitable age

civilian population is static. It doesnt grow it doesnt shrink. You get, however, ticking manpower each month to abstract people reaching conscription age.
One of the newest streams Daniel looked to province's manpower info and I managed to see it at a glance.I'm not sure what I saw,but it was different from what they showed us in the WWW MP with Johan.

Merging your info and what I remember:

There are basically three types of manpower/population.
First one is static population.It never changes.
Second one is recruitable population pool.It only increases and monthly tick(%0.12) is increasing it.It tracks casualties however.So you see a number something like "15,875/65,752".
Third one is good old manpower on top of the screen.
