I know that by tweaking the manpower the team wanted to balance the game more but things have been overdone and the balance has become off now.
Playing 1.07 as germany on hard/agressive
game went totally historical so far but as per 01.01.1943 the manpower issues kicks in and the game is literally done.

Forces and manpower for majors is as follos (01.01.1943) (only land units in account)

GER, 222 Div, 207 MP (even more than US and still MP left) (67 Garrisons)
JAP, 108 Div, 399 MP (over 50 Garrisons,gets ass kicked by Nat China)
USA, 147 Div, 1 MP (without a single land operation the US are out of MP)
UK, 97 Div, 528 MP
IT, 113 Div, 132 MP
NCH, 300 Div, 872 MP
SOV, 126 Div, 1208 MP (SOV lost a lot of units in pockets but still MP far to low cause taken less than 3.000.000 casualties

The balance of the game seems to be off track with these MP levels.

I tell you why. ai keeps putting new units into the production queue to meet its specified build scheme. but the batch time is waaaaaay too short.

for instance UK is suppose to use 50%of its IC for ships so they put in ships for that amount, also it uses 35% for ground units so it spams out armies only that it does not take the available IC into account. so even in cases when almost no IC can be assigned to production ai just keeps clogging the queue. as each unit deducts its manpower right when it is assigned ai loses that manpower but cannot build the unit. result manpower stuck in limbo.

there is enough manpower to go around but ai builds "wrong". I changed the batch number in the ai files (ai/eng_36.txt) from 240 to 750 making longer serial runs of units and also changed the build scheme A LOT. its a lot of work but worth the time. ai files are a complete mess. GER, SOV, and US do not upgrade al ALL. the respective code lines are simply missing. thats just one of the more obvious ones.

You could try the Third Reich Mod if you want a balanced game as Germany where the AI will build a balanced military and also upgrade and reinforce its units. I am not sure if the manpower levels are 'historical' in the Mod but they have been adjusted so that they are more challenging than vanilla. Playing TRM on normal/normal will be A LOT tougher and more fun than playing vanilla 1.07

Although the TRM as with any mod is impossible to play with a AoD with Steam.:(
