As we've posted before the Indian development was increased by about 25% or so while the number of provinces was increased by around 70%. This does mean the average development is lower but it has more development than it did, not less :)

Manpower is generally much lower than the other two types of development worldwide in this game and that is still the case in India post Dharma. France and Italy are among the few regions where that isn't the case.
Europe generally has much more development per person than any other region in the world and that is still true after Dharma (even if Dharma did increase India by a fair number).
