When looking at manpower pre-war, or during a big war, it's often a bit of a guessing game in part due to the Professionalism bar serving as a second manpower pool.
Asking for this as bigger wars can seem to have countries with endless manpower, as they draw down their professionalism and magically create new people from that.
In terms of presentation - present the manpower figure as "[available] / [total available]", where available is what you can turn into troops immediately, and total available is what you could turn into troops if you nuked your professionalism.
If nothing else, it's a small change that would increase transparency on war progress / big stack wipe impact.
