Recently changed conscription and was surprised when got only about 50k manpower. And I have 2.7m used, 3.5m total and 130k free... Where is about one million recruits are relaxing? Is is a known bug and is there any treatment for it?

I assume you are playing as AH? If so, you might already have part of those men in the field, it's something that happens when you take over Austria and/or Czechoslovakia peacefully, making all the manpower they have in the field yours despite you possibly having a lower recruitment policy then they did.
Also, some of it may just be dead already...
