manpower a constant

I am playing my first campaign in EU2. I am playing Prussia, when I began, with only 2 provinces, my max manpower was 4. Since then I have taken all of Poland north of Krakow and the 2 Teutonic provinces south of Livonia. I now control 9 provinces in all, yet my maximum manpower is still a measly 4, making it extremely difficult to raise adequate armies. I noticed that some provinces had a 1 manpower before I conquered them, then they changed to zero under my control. Please tell me this is a bug or something and not a feature, and that I can fix it.

can only be a bug

but even if that should work, then do i normally playing prussia, get 1k new troops per month, even thought i should only get 2k per year, that must be another bug! :/

I hope it gets changed soon
