I was playing as USA, and Manhattan cannot be released, I tried a free people war, but they weren't an option. How do they become independent?

As USA you need to go to the politics tab -> release country -> Manhattan Commune. You can then Play As, or just have it as a puppet.

I believe you need to have a socialist party in power in order for it to become available.
