Currently maneuver pips are rather useless compared to shock, fire or siege pips.
If a side has more maneuver pips than the other they dont get a crossing penalty by rivers. According to the wiki it also reduces attrition damage, but not attrition by sieges, climate or ideas/policies, which makes the reduces attrition rather useless too.

I suggest to give the combat side with the better maneuver skills a +1combat modifier, in normal terrain it would be an advantage, while in most others it would allow a high maneuver general to mitigate the attacker terrain penalty.
Secondly it should indeed affect attrition during sieges and climate. A good supply line during sieges was a major advantage. It would also allow armies not to simply die in tropical regions due to attrition and the huge reduced supply limit.

Please make maneuver matter more in the game.
