Despite I played some games in Ming environment I have never been Emperor of China myself.
I plan to play my next game as Mongolia into Yuan and I'm hesitating of turning on Mandate of Heaven DLC.
Indeed, to form Yuan with MoH activated, you need to be EoC. And I read everywhere it's bad, because you can't expand and you are sucked with having enough tributaries to not lose mandate. I read on the wiki "-0.3 per 100 development of neighboring non-tributaries (not counting the provinces that are oversea for Emperor of China)." The question is: what does mean oversea provinces ? Different continent? No land bridge connection to capital? How do vassals modify oversea definition?
I could easily played without MoH at the cost of artillery barrage (I love it ^^) and ages bonuses.
