I managed to fulfil my leader's mandate of +20 monthly energy credits yet the game does not seem to recognize this, and he's thrown out of office anyway. What can be done about this?

I assume there's something wrong with the check as the Pacifist faction isn't noticing when you have over X energy for the liquidity issue.
I had the same problem.
The mandates were not recognized as fulfilled, even though the criteria were met.
