I am working on a government mod for EU4 that basically creates "Warring States" if the Ming implode. Thus I created a government called "warring_state" in "...mod/common/governments/00_governments" that has many modifiers which (hopefully) makes it so that China converges back into one nation after a few decades.

Point is, I want to add Manchu Banners to the "warring_states" government type. I tried:

warring_state = {
monarchy = yes

has_banners = 1
local_has_banners = 1

..... other modifiers below }

I know that Manchu Banners are tied to culture, and are specifically allowed only for certain tags, but I can't seem to allow it for certain government types. (I can't allow it for all governments in the china culture group as that would allow the Celestial Empire to have it, which is not what I'm going for)

In what ways could I circumvent this in order for the specific government group of "warring_state" to have access to Manchu banners?

And the extent of my knowledge says that banners are based only on culture, not government.
