I think sometimes people make too much drama with "mana", I agree that things like monarch points doing everything in EU4 can be too much abstraction. But if you start to looking deeper and deeper in any game... everything will look like mana to you, so in my opinion let's accept that will be always mana to some degree.

And if someone don't like mana, allways can turn off the computer and play cards with own friends :p;) (it's a joke don't kill me yet)

And why are there raise cooldowns?
Exactly.

Poker's card mana is such crap game design, right?
- Maximum of five card mana in hand each round. Arbitrary limit, check.
- No ability to influence amount of card mana gained, just five every time. Lack of player agency, check.
- Card mana fails to represent any real world thing. Overly abstract, check.
- Play all your card mana at once, every turn. Instant spend, just like magic, check.

Stupid card mana. It's completely ruined poker. Just lazy game design, its just literally unplayable. No way am I buying Poker 2 wen its released.
