Maldive description wrong?

In the game Maldive is described as a wasteland inhabited only by scavengers. And has tags like "Token population", is this a mistake? The Stackpole Novellas make the world seem quite lush and although in decline, far from a mad max style scavenger filled wasteland.

Still does not really explain the seeming disparity between the two HBS products.

There does seem to be a disparity there between the game info and the novella.

However, looked at from an in-universe view, there are many sources of information. During the Succession Wars Era, which includes the depicted 3025 era, the majority of information is handled and distributed by ComStar though the HPG Network. The truth is in Ou...their archives somewhere.
