The misconception about the editor is the responsibility of the publisher that published faulty information. However, to answer to the original question it should definately be possible. The thing is not too many people in here are into editing yet, and the number of available tutorials is still low. If you want a game with lots of tutorials (and an editor), check out EU2 in this forum. I am still of the opinion you should instead (in addition to buying EU2 of course which is an excellent game), try to do some research of your own. Check the country files for other countries and compare what tech commands they've got etc. Once you can get a clear picture of how things work you should be able to modify things yourself.
