Id like to propose that governments like feudal monarchies,despotic monarchies,noble republics,merchant republics etc get a permanant moddifier affecting autonomy to reflect their decentralised nature.
Even in despotic monarchies the ruler was limited in what he could effectively control with his own will leaving a good portion of the nation badly missmanaged by his favorites with the only real difference to a feudal monarchy being he could replace them with other semi-reliable people.
Such inefficiency can be observed in the ottoman empire which even at its hight was plagued by constant intrigue and infighting crippling it.
Noble republics would by their very nature require a class of ruling nobility that would have a free hand in their own regions making the whole nation itself rather disfunctional.
Merchant republics were also far from centralised contructs which is reflected by the faction system but the real effect on the provinces is negelected.
Simply put,the idea is that earlier governments would have fixed autonomy on their provinces that couldnt be lowered unless they changed to more advanced governments to better reflect real history.
This could hopefully also adress some of the problems with development by making sure that less advanced nations couldnt get full use of their provinces without reforming their administration(government).
