I'm attempting a USA WC, and I have managed to satellite Mexico and Canada by 1844. By 1849, I annexed Japan and Korea after a long, grueling war, which was one of my less enjoyable times in Victoria, but boy did it feel good to press the Annex button. The only problem is that now my country is 2/3rds or more Korean and Japanese, and my national culture pops make up about a quarter or less of the population. So how am I to make Japan and Korea into States? Is it even possible? Or am I supposed to use them as very large manpower and resource pools, and not industry centers for the whole game?

If they aren't states, the only way you can make them that is to have them on the same continent as your capital (which you'll have to make an event for, to bring about ;)) or to have at least on province of them contain a majority of state-cultured POPs, which given the population density of Japan and Korea is difficult (if not impossible) to do.

In short, use Korea and Japan for manpower and resources.

You won't be able to make them states easily; one of their provinces would have to accept your national culture as its primary before you can grant statehood, something I've never seen happen personally in Vicky.

What you could so is release them as satellites; satellites are automatically released as civilized and they'll grant statehood to their own provinces. Of course in this case you would have to re-conquer them, but when you do you'll be able to build factories.

Honestly though, you really don't need to go through all that; the USA is large/populous enough to be able to support whatever it wants from just the national pops for the time being. Use Japan/Koreas for their raw materials and manpower for your army.

I was under the impression that if you make uncivilised land a "satellite" it will become a "dominion" instead, but still be uncivilised.

Nope, it's whether or not the releasee's capital is located in a state or not that governs whether or not the releasee becomes a satellite or a dominion.

Also, I think that revolt.txt defines which releasees become civilized or not, with the "primitive = x"-field, with KOR and NIP being among the nations with "primitive = yes".

Honestly, I think it might just be that they are what they were before you conquered them. I have NEVER had an uncivilized country that I've conquered be released as civilized, anywhere. They always have to civilize themselves through an event, because even though they will start out with all my techs, that won't do it anymore.

I'm pretty sure that it's revolt.txt that governs which releasees become civilized and not.

My bewilderment is over knowing what decides whether a releasee becomes a satellite or a dominion.

Yup. But you can help your unciv satellite get the civilize event is you build them some factories and troops, that might be what people are seeng.
