Basically, if you're a nation with yearly legitimacy/tradition and you flip out of that government type, you're left sitting there with an idea that does nothing, which is an absolutely awful feeling. Given the generally obtuse requirements to flip to a republic from a monarchy, being left with an empty idea is an unnecessary punishment for enacting a decision to get out of an RNG-driven government type.

There is no known way to flip to a theocracy outside of forming Tibet and then taking the event option to become one, so theocracies are not a problem for the most part. At least, not in relation to this.
