My suggestion is not another DLC... its more like expanding the current NPC animations - no policy or other game mechanics needed. This would happen randomly from time to time and it would not affect any game mechanics - its 100% visual only!

It would be fun to have random events in the city ex. prisoners picking up garbage side of the road, protests in front of an industrial building or wedding in front of a church/courthouse or funeral in the cemetery formed by a couple of people, crime - people fighting in front of their house, drunk people going home from a club, people jogging, people walking their pets, street musicians, beggars, homeless people, street food vendors, couples on a date, family picnics, street preachers, police officers in front of the police station, police officers talking to someone - the same thing for fireman at a fire station and doctors/patients at a hospital, teenagers messing around in front of their school, someone fixing/washing their car in front of their house, postman delivering mail or whatever, a family having a party in their backyard, if they have a pool then kids swimming in it, paparazzi's taking pictures of someone etc. Anything that happens in a real city... I think it will give more life to it.

I really loved the Radio station DLC's it adds to the realism of a city... you can actually listen to what the people listen when going to work etc. :D These little things give the game a huge boost in my opinion. What do you guys think?
