So with utopia coming out, it looks like you can get complete omniscience of the entire galaxy by constucting a special megastucture, and that would kinda suck for empires who enjoy their privacy and secrecy from the alien NSA.

So I suggest this: Scan jammers; either planetary constructions or space stations much like military stations, they block vision gained from scanners in an area, so you're going to have to station ships in the system if you want vision (if you are the enemy that is).

This could be used along your borders, both to keep your planets and stations hidden, but also prevent the enemy from detecting your inbound fleets before it is too late. As a person who frequents xenophobic and isolationist empires, and sees how these will be more encouraged with Utopia, I'd love to see something which can reinforce my iron curtain and extreme animosity towards the filthy xenos scum.

This would kind of devalue the scanning megastructure relative to Ringworlds/Dyson spheres/Science Structures (I'm not sure if you're limited to just one type of megastructure, but since they're tied to ascension perks I can imagine you're not getting all four anytime soon). If everyone gets jammers as soon as they're available there would be no reason to get the scanner at all.

Well, it would force you to build jammers all over your empire, the point of them being, that they're expensive to build all over your territory, instead of just along your borders.

In principle I agree with anything that helps us isolationists/purists guard from alien scum. However this would devalue the special project building, and add rather pointless micromanagement, so not the best solution.

As an alternative I suggest shoving a liberal amount of proton torpedoes up the scan stations exhaust pipe.

Again, I don't think a moderate cost for building jammers is going to cut it, particularly bearing in mind that another feature of Utopia/Banks is that Empires will be able to be very concentrated. Honestly, given how much effort is required to get them I'd be a bit disappointed if megastructures weren't huge game changers and the scanner should be no exception.

I don't think jammers are the answer as they just render the megastructure a bit pointless.

The obvious reaction to the galaxy wide sensor sation for isolationists should be to go blow it up. If fact it would probably be a good move to add a whopping great big opinion malus to isolationists against anyone who builds the station.

I'd rather see similar jammers (but as modules to defense stations) that only works against all other sensors in the game, meaning you have to put your ships inside the system to see anything, ever, unless you have the megastructure, further improving its usability.

I thought AI players are omniscient already, so building such jammers won't help player?

Also, it makes sense to add some kind of stealth modules to ships as a mean of combating enemy scanners. It may reduce the range of detection and give evasion chance in combat, much like in modern air combat fighters rely not just on defeating enemy missiles by maneuvering but being stealthy, in space this make sense even more.

I'd be good with this and more varied space stations in general. Sins of a Solar Empire did really good with this. You really wanted to defend a built up system. It'd make systems more valuable and losing the space above them actually mean something. Would probably have to come with a Warfare rework so the doomstack issue at the least is solved.

I'd love something in this vein at somepoint. I wanna be able to hide my last planet four hundred years into a game as my greatest foe crushes all other and bide my time and build up hidden away. I wanna be able to have super secret naval-yards where I make my badman ships that noone knows are coming. Whether its mega late game mega rare tech-card for a planet/localised sensor jammer/cloaker or just via a deepening of the nebula system.

Stellaris would work really well with maps set up to enact scenarios like this. Different galaxy settings/map type and adding in terrain features could be a start.
