Make sowing dissent more straightforward

I cannot count the number of times I have tried to sow dissent between Duke A and his King B, only to have my chancellor joyfully announce that the Mayor of Podunk is now quite peeved at Duke A. I would suggest making it so that when you sow dissent in a province, it provides a much higher chance to sow dissent between the owner of the province and their liege (if there is one).

To be honest, I never use this action. Are you sure that if you want to Sow Dissent between King B and Duke A you don't have to put your chancellor in the capital of King B?

Anyway, I agree that this action is pretty darn useless in its current iteration, and that it needs more reliability/flexibility to be useful.

Paradox, do... nevermind. Is it at least moddable? Maybe HIP team will do something about it? They are great. And sending Spymaster to Duke A should mess up his relations with his Liege and vice versa putting Spymaster in King B province should mess up his relation with random Duke XYZ.

Well, I regularly use it to sow dissent beetween duke A and mayor C because then it allows to have more people joining your plots to kill duke A... I'll grant you it's obscur though.
