Currently the military ideas are quite powerfull however I feel this is in part because you can just combine the strongest of them which thematically does not make a lot of sense.

I would propose to make Offensive/Defensive and Quality/Quantity mutually exclusive.

This would improve the balance in the military ideas while also adding more theme and specialisation. So your nation wouldn't be able to pick these strong ideas all at once and you would have to decide which would be more beneficial to your nation at the time.
