So with forts increasing army tradition, a very welcomed change by the way, how about increasing naval tradition in the same way by having enough shipyards in your country?
Because as of now, I find these mostly underwhelming.

They also kind of contradict with the new 'one building, one purpose' philosophy, yielding a whole bunch of minor bonuses but nothing really compelling in its own right.

Okay to further make my point:

Pre 1.12 ways to generate AT/NT:
AT: Land combat, Ideas, Unique building
NT: Naval combat + protecting trade, Ideas, Unique building

In my understanding, generating NT by protecting trade kind of compensates the significantly lower occurence of naval combat when compared to land combat.

1.13 ways to generate AT/NT:
AT: Land combat, Ideas, Forts
NT: Naval combat + protecting trade, Ideas, Nothing else

So while I welcome the re-introduction of AT generation via buildings, there is no such thing for NT.
Btw, 1.13 also re-introduced a Diplomat and a Leader; so actually most of the unique building bonuses are now found somewhere else, with an exception being naval tradition.
Coupling that with the (imho) rather unsatisfying shipyard bonuses lead me to the suggestion above.

Shipyard would be better if build times of ships would be longer, that would also slightly nerf large but underdevloped nations. You get naval tradition from exploring and the navy tradition form protecting trade is huge.

You generally don't get that much army tradition from land combat, sieges was they way to gain alot of it but with less forts they had to come up with a way to compensate for less sieges.
