Make shieldmaiden/shieldswain gender based on culture's martial custom instead of faith's gender doctrine

For example, say you start with a male dominated gender doctrine and male only martial custom, then switch to a religion with a female dominated gender doctrine while keeping your original culture. Currently, in this case, you will only be able to use this interaction on your male relatives, despite the fact that they can already be knights and commanders. I think It would make a lot more sense for it to instead still apply only to women (due to your culture's male only martial custom), as the main point of the interaction is to allow characters to become knights or commanders when they otherwise wouldn't be able to.
