Currently if you convert by any means into Inti, Nahuatl or Maya religions while not being a Primitive(or if you start with this religions as a non primitive on the nation designer) you do not have access to the religious reforms at all.
I propose that if a nation that is non primitive has any of this religions they automatically get all the reforms(or at least access to archiving them).
This can be balanced by putting a hefty price on this religions on the nation designer(if the nation is a non primitive), for normal gameplay I suggest no punishment or price to pay at all; converting to a Pagan faith is already incredibly difficult I don't think too many people are gonna try this even if they get all the reforms for free as a reward.

I went ahead and conducted an experiment related to this,
If a Primitive somehow westernizes BEFORE reforming his religion the Religious Reform tab will disappear at the end of the month.
Please fix Paradox ;_;(also I hope this doesnt count as "self-bump")
