make new country

how do i make a new country? i want to make a country that is liberate able but not in the begining of the game. (that is where the wiki goes about)
i want a country that is able to liberate, like colonies. i do not need events.

And I have question too,but it's not for new thread so I have done country and I 've added in scenario ,but when I start the game ,the scenario is missing and i can't play.


Dutchemperor for creathing a new country you need to :

do minister,leader and tech teams files for your country in DB\leaders;DB\Ministers and etc.
to add your country name in config\world_names
like
U10;Moldova;Moldavie;Moldavia;Moldбvia;Moldawien;Mo?dawia;Moldбvia;Moldova;;;X
instead of
U10;User Defined;Paramйtrable;Definito dall'utente;Def. por usuario;Benutzerdefiniert;Zdefiniowane przez uїytkownika;;;;;X

But The Easiest way is to download NewNation Mod and look for the country you want to add

thanks everything works fine except the flag, i have that little green lines that actually have to be away (transparant) around the flag. what now?
