I was in Basque country recently and as any EU4 player does when they go somewhere, got an itch to play a relevant nation. Since it has an achievement too, I figured I'd give Navarra a spin. I had glanced over their idea set before but looking at it again made me realize just how offensively crappy it is, about on par with generic ones. Various Irish and German OPMs have much better ideas.
Non-existent in 1444 Galicia, Leon and Asturias have better ideas. Navarra can't even get ANY use out of their national traditions at the game start! I don't believe Navarran ideas need to be powercrept but they could definitely use some improvement. Here's a rough sketch of a more viable idea set:
Traditions
-15% Mercenary maintenance
+10% Trade efficiency
This simply frontloads two existing ideas into its traditions so that it actually has value. Still not that brilliant considering your trade situation is crap but at least the merc discount is useful for early game.

+10% Fort defense
-1 National unrest
Seafaring Traditions
+20% Naval force limit
-20% Light ship cost
The old traditions turned into an idea.
Basque Identity
-15% Cost of advisors with ruler's culture
Legacy of Sancho the Strong
+10% Morale of armies
+1 Land maneuver or -1% Yearly army tradition decay
Sancho VII played a crucial role in Christian victory at the Battle of Las Navas de Tolosa. Gives Navarra just the tiniest bit of military oomph that still doesn't even compare to its large and dangerous neighbours Castille and France.

-10% Stability cost
As of now Navarra's final idea (actual garbage) is about ending the fueros, something that did not happen until after the game's timeline...
