Currently, once a native american tribe nation reforms their government, they lose their colonist and when AI controlled will never gain another one. On the other hand, CNs will always take expansion first now and can always colonize. Both almost always get bonuses to colonial growth with their NIs, but again, the native Americans will never use them when AI controlled since they are coded not to take expansion/exploration. I suggest giving them some way to get colonists after reforming the government that they'll always gain when AI controlled, it basically makes it so that an AI native can't ever compete with Western nations and their CNs. Even a player controlled Native will never have long term difficulties with their native neighbors once they reform, since they never colonize land, even if they've conquered a lot of land and have Westernized like you.
Possible solutions:
-Natives always take Expansion as their first, second, or third idea. Even if they don't have a port.
-Natives always gain a colonist in their NI set.
-Natives have a special decision or triggered modifier that gives them a colonist after they reform their government.
BTW, may I also suggest that Native Council nations gain a few modifiers while reformed but not Westernized to make up for some of the native ideas lost, when it doesn't make sense? 100% reduced technology costs to put them on par with the Mezos and Andes after they've fully settled, +3 to 5 forcelimits (since they lose ~15 forcelimits when reforming, which often puts some of the really small nations down to 4 or 5), and free earthworks in all provinces they already had Palisades in.
Finally, allow reformed natives to continue to use the tribal federation mechanics until they complete Westernization. Federations are never useful for protecting against Europeans, since the instant a European would be interested in attacking a federation member, that member will be able to reform their government. The AI will always reform their government instantly.
