The current system of "Distant Oversea" modifiers can lead to strange things where for example Italy would not gain much benefit from owning land in Africa, but full benefit from posessions in Scandinavia or Iceland.
To get the full tax from Alexandria Italy has to conquer half the coastline of the med even though sending any messages by land would be much more inefficient than just crossing the med in a ship.

Instead of having those arbitrary continental borders and Distant Oversea provinces I suggest that every province has a minimal autonomy of 75% no matter where it is and the capital radiates a sphere of authority outward which reduces the minimal autonomy down to 0. The more provinces this sphere passes through, the less of a benefit it gives with sea or unowned provinces costing more than owned provinces. That means provinces near the capital would have a minimum autonomy of 0, but further away provinces, even when connected by land, would have 10 or 15 and far away provinces with many sea zones between them and the capital would be outside the zone and have a minimum of 75%.

That way even big continental powers would have to deal with autonomy and it would more organic and imo logical which provinces have a non-zero minimal autonomy than just drawing a line and saying that everything beyond that is 75%.

It would also allow Ideas, technology and building/development or even the goverment and its level influence the decline of authority which simulates the need for a good infrastructure and effective government to control large swaths of land.
