Make Korean part of Chinese group, but only after they claim the Empire.

Korean is in no doubts one of the worst cultures in game (maybe not counting the ones present mostly in uncolonized provinces) and being Confucian makes it additionally harder to spread it. It's however on a doorstep of one of the best culture groups in the game and has close historic ties to China.
I understand making Korean part of Chinese group would encourage Chinese to invade it and Korea to invade them and maybe it's not something that's intended... but the culture can be swapped like the Jurchen one.
Just make it a reward for completing a Korean mission to become Emperor of China. It solves many problems; a terrible culture group doesn't anymore force you to abandon it, it won't really affect anything unless Korea becomes the Emperor (so likely "only in player's hand") and is gonna ease the backlash to Vietnamese becoming Chinese, because "if it's for gameplay reasons, why is Korea not Chinese?".

Before anyone goes off about how dynamic cultures are not possible: add a second Korean culture to the game that's actually part of the Chinese group, when Korean joins Chinese group replace all default Korean with new Korean and all nations with default Korean accepted get new Korean as accepted instead

Have the two ways of writing Korea, one for normal and one for han, could be mission or event or decision to flip the culture like manchu has
