Good morning everyone,

Most tag switches (through decisions or events) do not swap the NI of countries but there are some that do. In certain circumstances, this may discourage the player from actually tag switching or forming a cultural union. For example, one may prefer the Tuscan ideas over the Italian ideas in multiplayer.

My suggestion is to have the tag switching decisions that do swap the NI trigger an event with two options: the first changes the NI and the second keeps the original ideas.

Another possibility would be to enable the creation of cultural unions without switching tags. This would allow people to keep roleplaying in their starting country if that is their wish. This would be an especially welcome change for custom nations, which is what most users play as (according to the data last released by Johan). It also fixes the potential balance issues tag switching can have in custom nation games (e.g. the Prussia tactic).

PS: I have already made the decisions to form cultural unions for the culture groups me and my friends tend to play most as in my mod. So feel free to use that paradox, if you think this is a decent suggestion. The attached file was made for 1.11 though and is not adapted to the requirement changes in 1.12 (e.g. Germany).
