This is a very rough idea that hopefully the community and the developers can expand upon and flesh it out. I think it would be awesome if in order to be a member of the HRE, you'd have to be part of an accepted culture group of the HRE. At the beginning of the game, the accepted culture groups would be Germanic, Italic, and West Slavic (but not Polish) plus the cultures Burgundian and Wallonian (but not all provinces in these cultures would necessarily start in the Empire). The Shadow Kingdom event, if failed, would remove Italic culture group from the HRE, thus properly removing all the nations if the Emperor failed to reign them all in (this would return to the all or nothing scenario).
This idea would, I think, allow the HRE to be as intended: restricted to Central Europe. If the Emperor later decides to decentralize the Empire, that would allow other culture groups to be included, that way there would actually be a benefit to decentralizing (as I currently don't see why anyone would choose to decentralize as opposed to vassal swarm, but if I'm misunderstanding that please let me know).
I understand that this idea may be rough around the edges (literally), as Burgundian and Wallonian are part of the French culture group, and Polish is part of West Slavic. Another option would be to have French and all of West Slavic culture groups be part of the HRE, but have a development limit to spread HRE through provinces and to embrace it at the capital, this way, France, Burgundy, and Poland couldn't actually join the HRE (unless they are drastically reduced in size).
