This is my proposal to make government more useful: add monarch power points if certain conditions are met, depending on government rank and ruler personality.
Conditions:
A) 95% legitimacy
B) 25% prestige
C) being no more than -10% behind in technology (for each tech category)
(the exact numbers would require some tweaking)
Based on government rank, one or more conditions must be met:
Dutchy: conditions A, B, C
Monarchy: conditions B, C
Empire: condition C
Ruler personality would determine the adm category. Players would always be assigned a balanced personality, although this could also be something that gets more dynamically assigned. Alternatively, so not to accentuate the main trait of the ruler, point could be added to his weakest adm category rather than his strongest, to emulate the support of his royal suite.
3 points would be added, representing goodwill towards and status of government. The points would not be added on a monthly basis, but on a yearly basis, where the conditions must be met end of year and end of the following year. In between years conditions must not neccessarily be met.
