Make formable Estonia and Latvia as Livonian Order

Pretty much what the title says. Currently you can only form Courland and Livonia, but since the de jure countries also got updated, it would be nice if they were also option to be formed into as Livonian Order. Make a requirement for that for example 50% of all land controlled by said culture. Currently there isn't another way to play as those countries except to release them or wait for rebellion.

The duchy of Courland was more or less a German duchy, as was the duchy of Livonia. They should both have Balten as primary culture. There was no Latvian polity in EU4 era, and it is quite unclear who would be forming it. It's like having Kazan or Russia form Mordovia or Bashkiria.
