I feel like it would work better if each realm had a fervor level with a positive/negative ticking toward a resting base determined by personality and piety level. Winning a holy war would reduce fervor until it ticks back up and if you’re cynical atheist then you might not ever get enough for a holy war where as zealous characters with high piety could launch several simultaneously. If your fervor gets too low you could get events for converting to a new religion or make it cheaper. It would also prevent major religions from collapsing so quickly.
