Make federation members stop asking for things over and over and over again

I was in a federation and my other member kept asking over and over and over again to allow association status with another empire and I kept declining. Their opinion of me went from +200 to zero. This is annoying, if they've asked 10 times already why would they get mad if I say no for the 11th?

Also your federation cohesion drops every time a vote fails. This is real fun.
