-Given the political and symbolic power of the Ethiopian Empire as the sole major Christian nation in the Horn region, it would make sense if any Christian Cushitic tag holding the appropriate provinces was able to reform it if it ceased to exist. Essentially, this would work the same way the decisions for reforming France, Austria, England, etc. work now, including getting permanent claims in the Ethiopian areas not owned by the tag taking the decision.
-"Claim the Ethiopian Throne" or something like that (in other words, forming Ethiopia) could be part of a future mission tree for nations in the region.
-For immersion reasons, Somali and Afar culture nations could be blocked from making this decision even if they're Christian, given the historical rivalry between Ethiopians and Somalis. EDIT: Forgot about the Harari, they should be blocked from forming ETH too.
-Considering the fixed Empire rank that comes with the Ethiopia tag in game, reforming it would be a juicy prize for both players and the AI.
