To begin, I do not own Common Sense. However, having read a great deal of the debate occurring on the forums and taking a look at data that forumites have been so kind to produce, it's become clear that another constraint needs to be introduced to prevent the absurdity of OPMs and vassal states building themselves up to absurd limits. While the +50% cost for subjects does mitigate this somewhat, it does nothing to prevent the HRE from spiraling out of control, something that I think the devs themselves have noticed and have attempted to address by capping AE at development 30 in the beta patch which handily reduces the amount of coalitions that form in response to taking a single province.
I feel that making development cost cost ducats in addition to monarch points provides the simplest solution to the issue. Nations that are already rich and powerful won't particularly notice this while it provides a method to stop the world from being built up just because a surprisingly good ruler was on the throne for a few years.
