Proposal 1:
Council members should function in the same way any standing army does in game currently. That is to say, they should be represented as they are currently on the world map but to move them from one county to another they should actually have to make that travel. They will pathfind the same way any army does. They could cheat on crossing water, it's easy enough to believe a councilman and his entourage could afford a ferry easily enough. This wouldn't have a huge impact on the gameplay except to add to immersiveness. This was already represented in grand strategy games like Medieval 2 10+ years ago and I think it deserves a spot in Crusader Kings franchise. Doing so they could even tie in random events for chancellors while you are moving them if they so desired.


Proposal 2:
Furthermore, if another realm has a councilman in your realm, with the exception of things like 'Sow Unrest' and 'Build Spy Network', they should appear on the world-map to the player and be easily distinguishable. Interacting with these characters (right-click context menu like any other character ingame) could have new diplomatic options like Bribe, Recruit, Murder/Assassinate, etc. This would add a new layer to diplomacy with minimal effort; no new systems required.

Cool idea but they'd have to make a new animation for every councilman and I doubt they'll want to do that (unless there's an easy way).

Yeah in all likelihood I don't see it happening in CK2. Gotta start planting these nuggets early though because CK3 will certainly be well into development by the time they announce it.
