Make core cost- Bugged?

I just noticed that it isn't subtracting the percent of my claim and idea. Why is this costing 30 when the base is 20?

The base cost is always 20 per BT--how did you manage to play the game for that long and not notice? Anyway, a 3 BT province would normally cost 60 ADM to core--since you get a 50% discount it's 30 ADM.

Ah make sense. I've never looked that closely at the tooltip.
