We used to be able to make claims through wormholes as though the system on the other side was a neighboring one. Now the distance modifier is back to ignoring the wormhole.

Did they change this on us or am I doing something incorrectly?

It's not ignoring the wormhole if the borders are open.

I suspect this was a fix for how you could claim systems with Gateways if you had one when the borders were open.

I'd call it a bug, if you're at war then you can't use the enemy gateway so it makes sense it doesn't count toward distance for claiming. But wormholes CAN be used in war so it should count for distance when claiming.
