Oddly, a relatively virtuous pope (proud, two virtues, zealous, monastic society member, not wicked priest) is not motivated to excommunicate a vassal by any of these facts:
> He is cannibal (not crazy cannibal, but since he still suffers the -10 opinion modifier, it is assumed that this is known)
> He is highly suspicious, with his wife having disappeared without a trace (clearly a satanist)
> He is possessed
> He is cruel
> He is a lunatic
> He is arbitrary
> He is homosexual
Despite all of these factors, he is chaste, and has no mortal sins.
His virtues, and lack of sins all count towards the non-willingness to excommunicate. However, the fact that he is a sadistic, daemon-possessed lunatic who probably cannibalized his own wife as an offering to satan so he could get her out of the way of his rampaging crusade to bugger the kitchen boys (or, as a chaste homosexual, at least give them sappy, longing love poems) somehow fails to factor into the equation.
The equation should be expanded around vice and scandal modifiers, as well. This pope has been more than willing to rubber stamp the excommunications of entirely morally mediocre individuals - just not this guy. What a guy.
