That's a good idea, but the question is what nation can form/restore Bulgaria? Byzantium/Rome, highly doubtful. They're not of South Slavic cultur. Serbia? Even though Serbs and Bulgars are similar, it feels unnatural for Serbia to form/restore Bulgaria. Bosnia is the same and Croatia is under PU with Hungary. Also if we take religion into account and say that only Orthodox South Slavic nation can make such decision this would mean that both Bosnia and Croatia need to switch their religion. I think that independent Bulgar minor tag(s) should exist, like Karabakh for Armenia. Now this is only my opinion.

That's a good idea, but the question is what nation can form/restore Bulgaria?
Well, it should be tied to both owning its core provinces and having Bulgarian as your primary culture (or just as an accepted culture, the decision in turn switching it to your primary one alongside the tag switch). I doubt that the AI would form it that often, but it gives extra freedom to the player to do so if he so desires in a less gamey way than having to start as the Ottomans and then releasing Bulgaria.

I think a playable Bulgarian country could appear in the game. The last fortress of the Bulgarians, the city of Lovech fell in 1446.
The boyar Stanko Kosan should be the leader of the country.

The Lovech fortress was among the last conquered during the Ottoman invasion. The town was defended by the boyar Stanko Kosan until about 1446.
