In real life most countries don't invest much in researching weapon technologies, they just buy the equipment they need from abroad. That was the way during the World War 2 also.
However, HOI 2 doesn't model this common state of affairs at all, except for trading and donating blueprints which is allowed between allies only. Each country has to invest in weapon research, no matter how limited their resources are. I find this troublesome as it exaggerates the resources available to great powers in contrast to small countries. It may be difficult to include international arms trade in the current game engine, but there are ways to improve the game in this respect. Thus I suggest the following improvements:
1. Let countries trade technologies between each other without having to join alliances (for example non-allied countries should be able to trade technologies between any other country). However, in real life most countries would nout sell a weapons technology that is of strategic importance to them. Therefore I suggest (though I'm not sure if this can be done) that if a country is a technology leader in any given area of research, it should should be able to trade those advanced technologies to their allies only.
2. Let countries research new technologies if they've got the blueprints for it without having to research the preceding level of technology. It would make sence that say for example if Germany decided to sell a new main battle tank technology to say Switzerland, which has none of the previous armour technologies, it would be able to adopt that new technology as soon as it has done with this single research phase (simulating the perhaps the amount of time it takes to finalize the trade). BUT: In order to do further research in a given area of technology, a country should have researched all the previous levels of technology. This would prevent smaller countries getting far a head in research simply by buying the latest available tech from a great power.
